Vehicle Onboard Diagnostics (OBD) systems are a "monitoring device or method" required under the CAA. Starting in October 2002, the original nine counties converted from tail-pipe testing to the new On-board Diagnostics (OBD) emissions testing for all model year 1996 and newer light- duty gasoline vehicles and continued tailpipe testing of model year 1995 and older vehicles. When the approval authority determines that the quality of production seems unsatisfactory a vehicle is randomly taken from the series and subjected to the tests described in Annex XI, Appendix 1.
If a verification of the performance of the OBD system is to be carried out, it must be conducted in accordance with the following: 7.1.6.1.
